Legitimacy & Legal Status

ARL Kapstaad Unipessoal LDA is authorized and licensed to operate offshore and onshore online games as approved by the Vice Primeiro Ministro of the Timor-Leste government with certificate no. 32/IGJ-MTA/I/2025. ARL KAPSTAAD Unipessoal Lda has partnered with TogoEuro Exim Gaming, with Enterprise Unique Number 1421872 under its Commercial Registration Certificate issued by SERVE I.P of Timor-Leste.

The partnership will introduce a number of online lottery games that include different variations such as of “Seis Bolas”, (Six Balls) which will allocate between 56% to 76% of its total gross revenue to jackpots or winnings. The partnership was officially launched at Beach Garden Hotel, Dili last May 24, 2025 to formally begin the journey of Timor-Leste to become known worldwide as a center for good, safe, equitable, and responsible online gambling activities.
